Are there any guidelines that we are following about providing HEV neg blood ?

Yes - SaBTO Guidelines, which are freely available on-line, but are also followed by the various UK Blood Transfusion Services.  Sorry I can't be more explicit, but I am on holiday in Wales with my family for a couple of weeks, and can't get to any details easily.
