Is there a requirement that states that the Med. Dir has to review outside facilities SOP (example nursing homes you supply blood to) ?

We work with them to get the SOP up to par, but does MD have to annual review them?

No - and why would you send blood to a Nursing home? (to me that is a scary thought!)
