Yes, the National Health Service Blood and Transplant in the UK, for which I work (after a fashion, some would say) operates such a system.

Anne, we here at Blanchard Valley Hospital in Findlay, Ohio, are using an excellent electronic document and quality management application. This is called the SoftTech Health Lab QMS. It went a long way in guiding us to achieve our ISO 15189 accreditation.
