Is there a regulation specifying who can order in addition to physicians? Can RN, Nurse Practitioners, and Physician assistant order blood products?

    It's a state law issue. Each state sets its own regulations about who can order what, if I recall correctly.  It sometimes may be an institutional issue.

Same at my facility, although for inpatients there is supposed to be a quick check with an MD hospitalist or specific indicators in the chart from an MD for some patients (some Onc patients, active bleeders,etc.). We found that some of our mid-level providers were more 'liberal' with some transfusion decisions than our MDs - more units, higher Hgbs.

Technically RBCs are not prescribed so can be ordered by anyone who has demonstrated competency.

Maybe, but RBCs are blood components, rather than blood products.
