Whose responsible for Removing Typenex Bands?

Our facility currently uses the second banding system (typenex), one specimen for one band.  We are in debate with Nursing personnel on whose responsibility it is to remove the Typenex band once it is expired.  Any feedback, suggestions or experiences?

Our band is good for the duration of the visit. When the patient is discharged to home, nursing removes all bands. If the patient is discharged to our Rehab or Subacute unit, our band stays on the patient until he/she goes home, though the hospital band is changed (different visit #).

We use the Typenex bands - one for each new specimen.  The RN removes old bands at need, if they draw the patient for a new specimen, or at discharge.  We also have a Phleb team - they also remove any old bands if drawing a new Blood Bank specimen.  Patients themselves frequently remove any band on their arms when they leave - even if told to retain the Blood Bank armband (even when they read and sign a paper telling them to leave the band on)!  Oh well.....

Our BB Band is 'per sample' (idea is that it identifies/links the sample to the patient actually wearing the corresponding band), therefore it remains on the patient until a new BB Sample is drawn.

In other words, only the person drawing a new BB Sample removes the old BB Band because he/she is going to attach a new BB Band that corresponds to the new BB Sample.

Everyone else is instructed to leave them alone.
