Reducing reactions in young donors

How do you meet Std 5.4.3.1 program to reduce the risk of reactions in young donors?

 What are other organizations doing to meet the intent of the (relatively) new standard 5.4.3.1, which states "The collection facility shall have a program to reduce the risk of reactions in young donors."

My previous employer made an extra effort to encourage young donors to eat and drink before donating and used some additional height/weight criteria (described in a paper by Eder/American Red Cross several years ago) to qualify young donors:

 

Additional eligibility criteria for male donors, age 16 to 18:

  • You must weigh 120 lbs. if you are 4′10″
  • You must weigh 115 lbs. if you are 4′11″
  • You must weigh 110 lbs. if you are 5′ or taller      

 
 

Additional eligibility criteria for female donors, age 16 to 18:

  • You must weigh 133 lbs. if you are 5′1″
  • You must weigh 129 lbs. if you are 5′2″
  • You must weigh 124 lbs. if you are 5′3″
  • You must weigh 118 lbs. if you are 5′4″
  • You must weigh 115 lbs. if you are 5′5″
  • You must weigh 110 lbs. if you are 5′6″
  • If you are shorter than 5′1″, you may still be eligible to donate blood. 

The "program" language in the standard concerns me a bit, we have things we do but they're not documented in one place like the word program seems to imply.
